The Freedom District Water Treatment Plant (WTP) is owned and operated by Carroll County Bureau of Utilities and supplies drinking water to county residents. The existing plant capacity is 3 million gallons per day (MGD).
In October 2006, Carroll County issued a Notice to Proceed for the Freedom District WTP Upgrade Project to a design/build team consisting of the prime contractor Metcalf & Eddy (M&E), an AECOM company, engineering and design partner KCI Technologies, and construction partner Whiting Turner Contracting Company in the amount of $27.5M to design and construct a 4 MGD expansion to the existing plant, a new 24” water transmission main and other ancillary equipment, structures and facilities.
The new plant expansion will incorporate drinking water treatment
technologies including dissolved air flotation clarification and
membrane filtration. Provisions will be in place for the future use of
ultraviolet disinfection technology, however sodium hypochlorite will be
used at the new plant initially for disinfection. The expanded plant will be large enough to meet the drinking water supply needs of Carroll County for years to come.
Each of the partner companies are leaders within their fields. The design/build partnership provides a good opportunity to complete the project more quickly than traditional methods. Additionally, design/build partnerships provide a great opportunity for project cost savings because the engineer and construction partners are working together to find the most efficient solution practical meeting the project requirements.
Acting as the owner's representative for Carroll County on the
project is Construction Dynamics Group, Inc., an ARCADIS company.
This website will be a resource for Carroll County residents to follow the progress of construction and will be a clearinghouse facilitating communication with the project team.
